Impounding, Recovery, Relinquishing, Licensing, Neglect, Abandonment, Adoption

The following is a list of city services and fees as prescribed by Chapter 55, Animal Protection and Control, Code of Ordinances, Clarinda, Iowa.  All other animal complaints outside the city limits should be directed to the city or county in which the animal is found or where the owner resides. The society provides services such as food, socialization, medicine, veterinary care, etc., in exchange for access to animals impounded by the City of Clarinda.

Impounding-Only animals found within the city limits can be impounded and then only by the animal control officer, all police officers and city employees.  Inquiries should be directed to City Hall during normal business hours. THE SOCIETY DOES NOT HAVE THE AUTHORITY AND WILL NOT IMPOUND ANIMALS BROUGHT TO THE SHELTER AT ANY TIME.

Recovery/Impounding Costs-An owner can recover animals impounded at the shelter by contacting City Hall during normal business hours and paying impounding costs as prescribed in section 55.13. THE SOCIETY DOES NOT HAVE THE AUTHORITY TO COLLECT FEES AND/OR RETURN ANIMALS WITHOUT PRESENTATION OF A RECEIPT OR NOTE FROM CITY HALL AND THEN ONLY DURING NORMAL SHELTER HOURS.

Relinquishment-Only owners of animals within the city limits can relinquish animals by contacting City Hall during normal business hours and payment of a $15.00 fee. THE SOCIETY DOES NOT HAVE THE AUTHORITY TO COLLECT FEES AND/OR IMPOUND ANIMALS WITHOUT PRESENTATION OF A RECEIPT OR NOTE FROM CITY HALL AND THEN ONLY DURING NORMAL SHELTER HOURS.

Licensing-Every owner of a dog or cat over the age of six months shall procure a license from the city.  See Chapter 56 of the Code of Ordinances, Clarinda, Iowa.

Neglect-It is unlawful for a person who impounds or confines, an animal to fail to supply the animal with a sufficient quantity of food or water, or to fail to provide the dog or cat with adequate shelter.  It is also unlawful to torture, deprive of necessary sustenance, mutilate, beat, or kill such animal by any means which causes unjustified pain, distress or suffering (55.02, Code of Ordinances, Clarinda, IA, Section 717B.2 of the Code of Iowa).

Abandonment-A person who has ownership or custody of a cat or dog shall not abandon the cat or dog, except the person may deliver the cat or dog to animal shelter or impound (55.04, Code of Ordinances, Clarinda, IA, Section 717B.8 of the Code of Iowa).

 

 

Directions-
The shelter is located south of Clarinda, off U.S. Highway 71. Turn east on LaPerla Drive, following the "Airport" signs. You will pass Dairy Queen, Orscheln's and Calvary Chapel Church. Look for the 12th street on your right, (south), and take the very next right turn on gravel. Follow the gravel road almost to the end, the shelter is on the right, a brown & tan building next to the City of Clarinda impound lot, and yard waste grounds. A large sign in front identifies it as the CITY OF CLARINDA ANIMAL SHELTER.
